Consultancy to Revise the EM2030 Data-Driven Advocacy Facilitator Guide 

Background 

The Equal Measures 2030 (EM2030) coalition is a collective of national, regional, and global leaders from feminist networks, civil society, and international development. The coalition's overarching goal is to bridge the gap between data and evidence and advocacy and action on gender equality to transform the lives of women and girls and achieve the Sustainable Development Goals (SDGs). To achieve this, EM2030 develops and disseminates data-driven resources such as demand-driven data, visualisations, analysis, and tools, including the SDG Gender Index, which serves as its flagship initiative to monitor progress and hold governments accountable. 

The Equal Measures 2030 Data-Driven Advocacy (DDA) Facilitator Guide is critical in advancing the coalition's mission. The facilitator guide has trained thousands of gender advocates globally and empowers the global women's rights and feminist community with the skills and knowledge to utilise data effectively. It explicitly targets Women's Rights Organizations (WROs) and feminist and gender equality advocates by providing them with a comprehensive understanding of the importance of data in advancing gender equality and the necessary skills to engage stakeholders and drive action. The guide consists of nine modules, each designed to be delivered within a 90-minute session. 

The revision of the training guide is essential for capturing new knowledge generated from implementing the current version and ensuring it remains relevant in the gender data ecosystem. It will incorporate new and emerging concepts and the lessons learned over the years. Additionally, it is necessary to align the DDA training facilitator guide with the current structure of the EM2030 coalition, ensuring accessibility and effectiveness for all coalition members.  

Consultancy Main and Specific Objectives 

The main objective of this consultancy is to revise the EM2030 data-driven advocacy facilitator guide. Specifically, the consultancy aims to achieve the following specific objectives: 

  • Conduct a review of the training landscape for gender advocates on topics addressed in the facilitator guides, such as data, data-driven advocacy, and gender data. 
  • Revise the content and methodology of the data-driven advocacy facilitator guide. 
  • Support the implementation of a training of trainers based on the revised guide. 

Scope of Work 

Objective 1: Conduct a review of the training landscape for gender advocates on topics addressed in the facilitator guides, such as data, data-driven advocacy, and gender data. 

  • Undertake thorough desk research by reviewing existing documents, training modules, and materials related to data, data-driven advocacy, and gender data. 
  • Analyse the identified documents and materials to understand the current training landscape comprehensively, including a mapping of funders for gender data training. 
  • Conduct stakeholder analysis to delineate the roles and responsibilities of coalition members involved in gender advocacy training. 
  • Perform a Gap Analysis involving consultations, meetings, and key informant interviews with relevant stakeholders to identify specific gaps in existing gender data training programs. 

Objective 2: Revise the content and methodology of the data-driven advocacy facilitator guide. 

  • Based on the findings of an assessment conducted by the EM2030 Secretariat and guided by the outcomes of objective 1, revise the content and methodology of the data-driven advocacy facilitator guide to address identified gaps. 
  • Share the draft guide with coalition members, key experts, and other potential target audiences for their input and feedback. 
  • Incorporate stakeholder comments and suggestions to enhance the guide's comprehensiveness and relevance. 
  • Finalise the guide after incorporating feedback to ensure it aligns with the current needs and challenges faced by gender advocates. 

Objective 3: Support the implementation of trainer training based on the revised guide

  • Collaborate with the Equal Measures 2030 Secretariat team to organise and facilitate an online Training of Trainers workshop. 
  • Assist in the workshop's implementation, ensuring the effective utilisation of the revised guide. 
  • Support trainers in delivering the content, addressing queries, and ensuring effective knowledge transfer. 
  • Evaluate the workshop's success and gather feedback for continuous improvement.

Deliverables 

Deliverable 1: Report on Training Landscape and Needs for Gender Data (15 days) 

  • Desk Review: Prepare a comprehensive document summarising the findings from desk research, which includes a review of existing documents, training modules, and materials related to data, data-driven advocacy, and gender data. 
  • Situation Report: Conduct an analysis that provides a detailed overview of the current state of gender data training, highlighting its strengths, weaknesses, opportunities, and threats. 
  • Stakeholders Analysis: Conduct an in-depth analysis of the roles and responsibilities of coalition members involved in gender advocacy training, focusing on key stakeholders. 
  • Gap Analysis: Identify and document the gaps in current gender data training programs, utilising insights gathered from consultations, meetings, and key informant interviews. 

Deliverable 2: Revised Facilitator Guide (10 days) 

  • Draft Facilitator's Guide: Prepare a draft version of the revised facilitator guide to obtain input and comments. 
  • Comprehensive Training Module: Develop a revised facilitator guide that addresses the identified gaps in the training landscape analysis, providing a comprehensive and updated resource for data-driven advocacy training. 

Deliverable 3: Training of Trainers and Workshop Report (5 days) 

  • Workshop Completion Report: Summarize the Training of Trainers workshop, including details on the agenda, participants, and activities conducted during the workshop. 
  • Post-Training Evaluation: Prepare evaluation reports that capture participants' feedback on the workshop's effectiveness, areas for improvement, and suggestions for future training initiatives. 
  • Impact Assessment: Conduct an assessment to identify and report on the perceived impact of the Training of Trainers workshop on the participants and the potential cascading effect on gender data training in their respective regions or organisations. 

Budget, Timelines, and Ways of Working 

  • The consultant will work closely with the EM2030 Secretariate team, albeit remotely and across different time zones. 
  • The estimated duration for the Scope of Work is 30 days. Consultants must provide additional information regarding their proposed timing and costs in their cover letter. 
  • Deliverables 1 and 2 are expected to be completed by the end of July 2024. Following a brief pause to allow for the translation and design of the new training manual, Deliverable 3 is scheduled for October 2024.  
  • A comprehensive schedule for deliverables will be established in consultation with the consultant. 

Reporting 

The consultant will report to the EM2030  Senior Capacity Lead (Coretta Jonah) and Partnerships and Learning Project Manager (Sinead Nolan). They will also be expected to work closely with other EM2030 staff when required.  

Requirements 

  • An advanced degree or equivalent in Statistics, Development Studies, Gender Studies, Public Policy, or any related social science. 
  • Demonstrated commitment to and understanding of gender equality. 
  • A deep understanding of and commitment to Feminist and Anti-Oppression values and principles.  
  • Fluency in English, Spanish and French language skills will be an added advantage. 
  • Experience working with multiple stakeholders from diverse social and cultural backgrounds. 
  • Possesses at least 7-10 years of prior work experience in training, gender data, and data-driven advocacy. 
  • Demonstrates knowledge and experience in conducting and developing training modules/curricula and creating training materials. 
  • Exhibits proven experience and skills in facilitating stakeholder/working group consultations and training sessions. 
  • Displays excellent writing, editing, and oral communication skills in English.
